The channel suggests refineries may eventually become fortified "fortresses," narrowing the window for successful strikes. Regarding the September 26 attack on the Ilsky plant, no visible damage to primary processing units was reported, though Ukraine's General Staff confirmed a fire there. Ukraine's Defense Ministry reported on October 4 that over 51% of Russia's oil refining capacity has been disabled as of early October, based on intelligence and General Staff analysis.
