Ukraine to Intensify Strikes on Russian Oil Refineries in Response to New Military Doctrine
Ukraine will intensify attacks on Russian oil refineries in response to Moscow's new military doctrine targeting civilian infrastructure, President Volodymyr Zelenskiy said, while vowing not to strike civilians. Zelenskiy said Ukrainian intelligence obtained documents showing Russian leader Vladimir Putin issued a doctrine allowing attacks on schools, hospitals, and logistics to pressure people to leave Kyiv and other cities. He said Ukraine would respond by targeting oil refineries, which fund Russia's war effort. The Kremlin did not comment, but Russia's Foreign Ministry said strikes were retaliatory for Ukrainian attacks. Ukraine's counteroffensive, code-named Vivaldi, recaptured 140 sq km in Donbas. Zelenskiy urged the US not to normalize ties with Russia, as Kyiv faces a threatened winter onslaught on energy infrastructure.
