Ukraine will increase strikes on Russian oil refineries in response to Moscow's new strategy of aerial attacks on Ukrainian cities, according to President Volodymyr Zelensky. Ukraine this week reported the first combat use of its domestically produced ballistic missile, the FP-7, with a range of about 250 km. Zelensky said he pressured the manufacturer to speed up work on the longer-range FP-9 model, which he expects to be ready this fall and is capable of reaching Moscow. Zelensky stated Ukrainian intelligence obtained documents showing Russian President Vladimir Putin issued a "new doctrine" authorizing strikes on a wider range of civilian targets, including schools and hospitals, to force people to flee cities. He attributed the policy change to Putin's desire to appear strong amid military losses.
