The report documents "shocking levels" of sexual violence, with 89% of over 1,000 documented cases attributed to Russian authorities. UN High Commissioner Volker Turk stated that Ukraine is a "laboratory for drone warfare" and described the conflict as a growing catastrophe causing unimaginable suffering. Attacks on residential buildings, schools, and medical centers are in "flagrant violation" of international law, with areas like Donetsk and Kharkiv facing constant bombardment. The report also notes that Russian society is sinking into fear and denial, while civilian casualties in Russia remain uncertain due to lack of access.
