Russia Urges Foreigners and Diplomats to Leave Kyiv

Russia has again urged diplomats and foreigners in Kyiv to leave the city, warning its forces will continue "mass retaliation strikes" against the Ukrainian capital. The Russian Foreign Ministry said it reiterated the warning to the diplomatic corps, adding that responsibility for any negative consequences falls entirely on those who ignore it. The ministry announced strikes would target military sites in Kyiv and other Ukrainian cities. Kyiv has faced frequent attacks in recent weeks, including on bridges causing major traffic jams. Mayor Vitaly Klitschko called the situation "extremely dramatic" on Friday, saying Moscow is "devastating" the city. Ukrainian authorities fear winter attacks on energy infrastructure, as occurred in 2025, while Ukraine continues striking Russian oil refineries and depots.
