Ukraine vows deeper strikes on Russian oil refineries after Moscow's new airstrike doctrine
Ukrainian President Volodymyr Zelenskyy said Kyiv will intensify strikes on Russian oil refineries in response to Moscow's alleged new airstrike doctrine targeting civilian infrastructure, while vowing not to attack civilian objects in kind. Zelenskyy said Ukrainian intelligence obtained documents showing President Vladimir Putin approved a plan to expand strikes on infrastructure, logistics, roads, schools and hospitals to pressure residents to leave Kyiv and other cities. He attributed the shift to Russian setbacks on the front lines and heavy casualties. The Kremlin was not immediately available for comment, but Russia's Foreign Ministry said Moscow would continue systematic retaliatory strikes. Zelenskyy also urged Washington not to normalise relations with Russia before ensuring peace, and said Ukraine was developing new drones and missiles to counter Russian attacks ahead of an expected winter onslaught.
