Ukraine vows more strikes on Russian refineries after air attacks
Ukraine will intensify attacks on Russian oil refineries in response to Moscow's new policy of air strikes on civilian targets, President Volodymyr Zelenskyy said, while vowing not to target civilians. Zelenskyy said intelligence documents show Russia issued a "new doctrine" allowing broader attacks on infrastructure, roads, schools, and hospitals this winter, driven by Putin's desire to appear strong amid military losses. Ukraine's "Vivaldi" counteroffensive has recaptured about 140 square kilometres of the Donbas region. The US has urged Ukraine to avoid hitting Russian oil installations due to global diesel prices, while Zelenskyy warned Washington against normalising relations with Russia before peace is secured. Russia has stockpiled ballistic missiles ahead of an expected winter onslaught on Ukrainian energy infrastructure.
