Ukrainian President Volodymyr Zelensky announced intensified strikes on Russian oil refineries in response to Moscow's new policy of targeting civilian infrastructure to force residents from Kyiv and other cities, while vowing not to attack civilians. In a Reuters interview, Zelensky said Ukraine obtained documents proving President Vladimir Putin ordered broader attacks on civilian targets before winter, including infrastructure, roads, schools, and hospitals, to pressure people to leave. He framed this as Putin seeking strength amid territorial losses in Donbas. Ukraine's "Vivaldi" counteroffensive recaptured about 140 square kilometers in Donbas. Zelensky also revealed the domestic "FP-7" ballistic missile's first combat use and pushed for the longer-range "FP-9" model, capable of reaching Moscow, expected this autumn.
