Ukraine to intensify strikes on Russian oil refineries, Zelensky says

Ukraine will intensify attacks on Russian oil refineries in response to a new Kremlin military doctrine, President Volodymyr Zelenskiy said, citing intelligence documents obtained by Kyiv. Zelenskiy told Reuters the documents show Russia plans broader strikes on infrastructure, logistics, roads, schools, and hospitals to pressure civilians into leaving Kyiv and other cities. He linked the strategy to Moscow's losses on the front line. Ukraine has recaptured about 140 square kilometers in the Donbas, while Russia recently targeted Kyiv's energy and telecom infrastructure, including Dnipro bridges. Zelenskiy said Ukraine will strike Russian oil refineries as a funding source for the war, but will not target civilians.
