Ukraine will intensify strikes on Russian oil refineries in response to Moscow's new air attack policy aimed at forcing civilians to flee Kyiv and other cities, President Volodymyr Zelensky said, while vowing not to target civilians. Zelensky said Ukrainian intelligence obtained documents showing Vladimir Putin issued a new "doctrine" permitting broader strikes on civilian targets before winter, including roads, schools, and hospitals, to pressure populations to evacuate. He added the policy shift stems from Putin's desire to appear strong amid military losses. Ukraine's "Vivaldi" counteroffensive has recaptured about 140 square kilometers in the Donbas region, Zelensky said. He urged Washington not to normalize relations with Russia before peace is secured, and warned against illusions that Moscow would halt hostilities if it controls Donbas.
