Ukraine to intensify strikes on Russian oil refineries, Zelensky says
Ukrainian President Volodymyr Zelensky said Ukraine will intensify strikes on Russian oil refineries in response to Moscow's new air raid policy, which he claims aims to force civilians from Kyiv and other cities. Zelensky stated intelligence documents show President Vladimir Putin approved a "new doctrine" permitting strikes on broader civilian infrastructure, including schools and hospitals, ahead of winter. He said Ukraine will not target civilians indiscriminately but will hit oil refineries, which fund Russia's war effort. Russia's Foreign Ministry called its strikes retaliation for Ukrainian attacks, and both sides deny targeting civilians. Zelensky also said Ukraine's "Vivaldi" counteroffensive recaptured about 140 square kilometers in Donbas, and he urged the US against normalizing ties with Russia before peace is secured.
