Ukraine and Kyiv prepare backup plans for infrastructure strikes

Ukraine's Defense Ministry and Kyiv city authorities are developing alternative plans in case of serious infrastructure damage from Russian strikes, President Volodymyr Zelensky said Sunday. Zelensky made the statement at a joint press conference with German Chancellor Friedrich Merz in Kyiv. He noted Russia is expanding its target list to include bridges, data centers, and mobile communication facilities. Merz arrived in Kyiv on an unannounced visit on October 4 and called on Russian President Vladimir Putin to stop attacks. Russian forces struck the Pivnichnyi Bridge that day, injuring two people, marking the second attack on the bridge in two days.
