The plans could be activated if Russian forces deliberately attack diplomatic missions, though diplomats publicly insist they intend to stay, fearing departure would be a propaganda win for Moscow. Two senior diplomats privately confirmed the preparations, with one saying Russia plans to "freeze Kyiv and return it to the Stone Age." Ukraine's Foreign Ministry says no foreign mission has notified it of relocation intentions as of Friday evening. The reports follow five drone attacks on Kyiv's Southern Bridge on October 1-2, which temporarily halted metro and ground transport.
