Reuters reports the trip is not finalized, as Washington demands security guarantees from both sides, including a Ukrainian pledge not to attack Moscow during the visit and a Russian pledge to refrain from striking Kyiv. The visit would mark the second high-level US trip to Russia within days, following Ratcliffe's August 25 meeting with Russian intelligence officials. Witkoff and Kushner previously met Putin in Moscow in January, but have not visited Kyiv since Russia's 2022 invasion. Ukrainian President Zelensky confirmed preliminary meeting dates, though Russia maintains maximalist demands including Ukrainian territorial concessions.
