Trump Envoys Shuttle Between Moscow and Kyiv as Territorial Talks Stall

US envoys Jared Kushner and Steve Witkoff met Ukrainian President Volodymyr Zelensky in Kyiv on Sunday, their first visit since Russia's 2022 invasion, following talks with Vladimir Putin in Moscow. Zelensky called the discussions positive but said fighting will likely continue through winter. The envoys held a three-hour Moscow meeting Saturday, which a Kremlin aide called "extremely useful." Zelensky insisted territorial issues can only be resolved at leader-level talks, a direct meeting with Putin he has long sought. European security advisers joined the Kyiv discussions. Both sides agreed not to strike each other's capitals during the visit, though fighting continued elsewhere. Russia said it hit a Ukrainian cargo ship, while Ukraine struck a Russian oil refinery. Previous US-brokered peace efforts have yielded little progress.
