US envoy Steve Witkoff said Monday the tour achieved "substantial progress" toward tripartite talks, and Ukrainian President Volodymyr Zelensky told Axios that Vladimir Putin signaled willingness to negotiate "de-escalation" this winter, possibly suspending strikes on strategic sectors like energy and grain. European representatives also joined Sunday's talks in Kyiv.
