Moscow has not yet responded. Secretary of State Marco Rubio announced the invitation Wednesday, saying it offers Putin dialogue with world leaders. Russia's Foreign Minister Sergei Lavrov warned Moscow will make "no pause" in the conflict, while Ukrainian President Volodymyr Zelensky denounced Putin's "madness" at the UN. Rubio also pushed for an energy ceasefire, claiming both sides expressed interest. Russia launched new strikes on Ukrainian transport infrastructure, killing several people. Zelensky said Washington and Kyiv want the war to end before winter.
