The strategy targets Kyiv, Kharkiv, Odesa, and Lviv, with strikes on nuclear objects to increase pressure on Ukraine to yield to Russian demands by early 2027, per Ukrainian and European officials. A new wave of refugees toward the EU is also part of Moscow's plan, straining countries with rising anti-migrant sentiment, including Poland, where attacks on Ukrainians have increased.
