Russia plans month-long blackout for Kyiv, Kharkiv, and Odesa, NYT reports

unian.ua (Ukrainian) —

The New York Times has obtained an intercepted Russian plan detailing strikes aimed at crippling Ukraine's energy system this winter, targeting Kyiv, Kharkiv, and Odesa to force capitulation. Moscow estimates roughly 70 ballistic missiles, 720 long-range drones, and 150 guided bombs could cut water, power, and heat to these cities. If successful, the plan would cause these cities to lose 90% of their electricity capacity and reduce heating by 90%, with severe disruptions to water and sewage systems. Ukrainian officials acknowledge Russia may have a better chance now than ever, citing exhausted air defenses and a larger Russian arsenal. Russia's confidence stems from Ukraine's shortage of Patriot interceptor missiles, and a new class of jet-powered drones poses additional challenges. On October 14, Ukraine shot down only 4 of 39 Russian ballistic missiles, many aimed at energy infrastructure.
