EU leaders urge all states to stop aiding Russia in Ukraine war
EU leaders reaffirmed unwavering support for Ukraine against Russian aggression and called on Russia to agree to a ceasefire and begin peace negotiations. The European Council, meeting in Brussels on October 15-16, condemned Russian attacks on civilians and pledged continued political, financial, military, and humanitarian aid to Kyiv. Leaders urged all states to immediately cease direct or indirect assistance to Russia, including dual-use goods, and condemned military support from North Korea, Iran, and Belarus. The EU endorsed efforts to hold war criminals accountable and support a comprehensive, just peace based on international law with security guarantees for Ukraine. Leaders welcomed the 21st sanctions package against Russia and stressed that no peace decisions can be made without Kyiv's participation.
