Deadly Russian strikes hit Zaporizhzhia and Vinnytsia, killing woman and cutting power
On the night of October 18, Russian forces attacked a residential high-rise in Zaporizhzhia and critical infrastructure in Vinnytsia Oblast, killing a 27-year-old woman in Zaporizhzhia and causing power outages in Vinnytsia. Emergency power cuts were introduced in Vinnytsia Oblast following the attack. In Zaporizhzhia, the strike on the high-rise is part of a series of attacks on residential buildings, including a deadly October 10 strike that killed 23 people, including four children. Ukrainian officials say Russia has adopted a new doctrine permitting strikes on more civilian targets to pressure people to leave major cities before winter. Energy workers are restoring power in Vinnytsia Oblast, where critical infrastructure was damaged and backup power sources are being used where needed. The regional administration warned that the power situation will remain unstable in the coming hours and urged residents to use electricity sparingly.
