Russian strike plunges Vinnytsia into blackout, cutting water supply

news.telegraf.com.ua (Ukrainian) —

A Russian attack on Saturday morning, October 17, left the Ukrainian city of Vinnytsia without electricity and water supply. Critical infrastructure is operating on backup power, and authorities are assessing the damage. Mayor Serhiy Morhunov stated that electric transport has stopped, with more buses and minibuses deployed instead. The water utility said the main pumping station lost power, and generators cannot support the high-voltage line needed for full city supply. If the blackout lasts over a day, water will be drawn from the river, purified, and distributed via special vehicles. Currently, the outage has lasted less than three hours, and service should resume once power is restored.
