Why Russia Used Cluster Ballistics on Kyiv During Peace Talks, ISW Explains
Russia launched a massive attack on Ukraine following Steve Witkoff's visit to Moscow, using cluster munitions against central Kyiv. The strike aimed to maximize civilian casualties, according to the Institute for the Study of War (ISW). The October 21-22 attack involved ballistic missiles and over 200 drones targeting 12 regions, killing two and wounding 34. ISW noted such strikes have become routine around peace talks under President Trump's administration. Analysts said three cluster-tipped missiles hit near the Kyiv Pechersk Lavra monastery, an area with no military targets. ISW concluded Moscow seeks to terrorize civilians and destroy energy infrastructure ahead of winter, urging more Western air defense support.
