ISW: Russia's peace talk interest aims at sanctions relief, not ending war
Russia's recent show of interest in peace talks over Ukraine is not aimed at ending the war, but at securing economic concessions from the US, such as sanctions relief, to fund continued fighting, according to the Institute for the Study of War (ISW). Analysts say Moscow seeks to expand US-Russia economic cooperation, with Kremlin officials confirming no peace proposals were made during the October 21 meeting between Putin and US envoy Steve Witkoff. Russian lawmakers reject freezing the conflict, insisting on Ukraine's capitulation. ISW notes Russia faces financial strain from Ukrainian strikes on oil refineries and rising troop losses, while Ukraine has recaptured over 270 square kilometers in the "Vivaldi" operation, undermining Russian offensive plans.
