Ukraine reinstates blackout masking after Russian drone attack destroys Ovruch substation
Ukraine has reinstated blackout masking requirements, with the city of Ovruch in Zhytomyr Oblast becoming the first region to implement the measure after a Russian drone attack destroyed its electrical substation. Mayor Ivan Korud announced on November 7 that the "Ovruch" substation was completely destroyed, warning that power restoration will take considerable time and urging residents to prepare for prolonged outages. He emphasized that restored electricity does not mean the threat has passed. The masking rules require turning off all external lighting, including building facades, advertising signs, and yard lights, for both businesses and private households. Similar energy-saving measures have been introduced in Zhytomyr city, where electric transport will be suspended and street lighting reduced.
