Kyiv Mayor Slams Delayed Resilience Plan, Says Only Air Defense Can Protect City
Kyiv Mayor Vitali Klitschko criticized the central government for delaying approval of the capital's resilience plan for nearly six months, while now proposing "cabinet-corridors" for assistance. He stated that only air defense systems, not such structures, can protect critical infrastructure from Russian missiles. Klitschko said Kyiv's energy headquarters, operating since spring with experts and scientists, has developed measures for various scenarios. However, he warned that no protective structures can withstand multiple simultaneous missile or drone strikes, making stable operation of critical facilities impossible without reliable air defense. The mayor emphasized that at current attack intensity, the restoration and existence of key facilities are in question without air defense protection. Earlier, volunteer Serhiy Sternenko cited poor protection of Kyiv region's critical infrastructure as a major cause of power outages, alleging possible violations in building protective structures at substations.
