Kyiv Mayor Defends Energy Preparedness Amid Russian Strikes
Kyiv Mayor Vitali Klitschko said on November 6 that the city's energy headquarters has been operating since spring to ensure the capital's survival amid Russian attacks, despite the city's resilience plan not being approved for six months. Klitschko stated that the headquarters has engaged experts, energy workers, and scientists to develop measures for various scenarios, though not all details can be publicly disclosed. He emphasized that stable operation and restoration of critical infrastructure depend significantly on air defense systems, noting that no protective structures can secure facilities if Russia launches multiple simultaneous strikes. The statement follows President Volodymyr Zelensky's criticism that Kyiv has the worst energy situation, attributing prolonged power and water outages to failures at the city level in preparing for winter. Klitschko has accused central authorities of hindering the capital and claimed he has been unable to arrange a personal meeting with Zelensky to discuss the city's problems.
