Russian strikes on Kyiv and Shostka power plants cut electricity for 280,000 households
Russia attacked thermal power plants in Kyiv and Shostka, four electrical substations in the Dnipropetrovsk region, leaving approximately 280,000 households without power. President Volodymyr Zelensky reported the strikes on Telegram. The attacks occurred on the evening of October 30 and morning of October 31, involving Shahed drones. Russian forces also hit a gas distribution facility in the Dnipropetrovsk region and railway infrastructure in Dnipro and Kharkiv. Repair crews are working to restore electricity supply. Ukraine enters the heating season with an electricity deficit and reduced generation capacity compared to last year. Zelensky called for stronger sanctions against Russia and new support packages, noting the UN recognized attacks on Ukraine's energy infrastructure as war crimes on October 26.
