Russian strikes on energy grid leave Zhytomyr, Lutsk, and Kovel without power
Russia attacked energy infrastructure in northwestern Ukraine on November 3, leaving Zhytomyr fully without power and causing outages in parts of the Zhytomyr, Volyn, and Khmelnytskyi regions. Local authorities promised to open "Invincibility Points" on the morning of November 4 for residents to warm up, charge devices, and access the internet. The attack also hit Lutsk, Kovel, and Liuboml in Volyn, where water supply in Kovel is expected only from 06:00 to 09:00 on November 4 due to power loss. Outages were reported in Netishyn and Slavuta in Khmelnytskyi, with water disruptions as well. Overall, Russia struck energy facilities in 10 regions overnight, targeting three DTEK thermal power plants with dozens of missiles and drones, halting their generation. Kyiv introduced emergency blackouts from morning, affecting electric transport, while nuclear plant output was limited due to damaged substations.
