Russian strike on Kovel infrastructure leaves most of city without power

rbc.ua (Ukrainian) —

A Russian strike on infrastructure in Kovel on November 3 left most of the city without power, prompting the local water utility to switch to backup power. The mayor reported that energy workers are stabilizing the system, and emergency services are on site. Water supply was restored until 23:15, with a possible morning schedule on November 4 if power remains out. Heating continues to operate normally. Kovel was not the only city affected, as Kyiv also faced emergency blackouts due to damaged energy infrastructure, leading to water supply issues, heating points, and halted tram and trolleybus service.
