Russian strikes on Zhytomyr energy grid cause blackouts
Russian forces struck energy infrastructure in Zhytomyr region on the evening of November 3, causing a complete blackout in the regional center and partial outages in some districts. The Zhytomyr City Council said resilience points would be opened at 9:00 a.m. on November 4 if power is not restored by morning. Earlier, DTEK reported that Russia attacked three of its thermal power plants with dozens of missiles and drones, halting generation. Prime Minister Denys Shmyhal said drones targeted a substation critical for the Khmelnytskyi nuclear plant. Air defenses shot down or suppressed 309 targets, including three ballistic missiles, about 49 cruise missiles, and 257 drones. Emergency outages also hit Kyiv and Dnipropetrovsk regions, causing water supply disruptions in the capital.
