Kyiv and region face renewed emergency power cuts after Russian strikes
Emergency power outages were reintroduced in Kyiv and Kyiv Oblast on Wednesday, November 4, following Russian strikes. The restrictions began at 11:00 AM for the capital and 11:20 AM for the region, according to DTEK. The new emergency measures came just half an hour after previous outages, which had lasted about a day since Tuesday morning, were lifted at approximately 10:30 AM. Ukrenergo had not announced stabilization schedules the previous evening, and personal schedules for some Kyiv residents were only updated Wednesday morning. Emergency outages were also reported in Cherkasy Oblast from 5:12 AM, alongside hourly schedules. In Sumy Oblast, schedules were modified five times overnight. Experts report about 20 energy facility strikes nationwide on November 3, with criticism that Kyiv authorities did insufficient work on energy resilience before the war.
