Ukrainian strikes hit two Russian oil refineries and a defense plant

Two oil refineries and a defense plant in Russia are burning following Ukrainian strikes, according to Ukrainian military statements. Kyiv frames these attacks as self-defense under UN Charter Article 51, aimed at reducing Russia's military-economic potential. The Ukrainian General Staff confirmed strikes on September 24-25, 2026, hitting the Lukoil-Permnefteorgsintez refinery in Perm, which processes about 13 million tons of oil annually, and the Novoshakhtinsky refinery in the Rostov region, with a capacity of roughly 7.5 million tons. Both supply fuel to Russian armed forces. Radar stations were also hit near Novoshakhtinsk. President Volodymyr Zelensky said the strikes respond to Russian attacks and confirmed a hit on the Iskra defense plant in Ulyanovsk.
