Ukraine Confirms Strikes on Russian Oil Refineries in Perm and Rostov Regions

Ukraine's Armed Forces confirmed strikes on two Russian oil refineries in the Perm and Rostov regions on September 24 and overnight into Friday, September 25, according to the General Staff statement. The Lukoil-Permnefteorgsintez refinery in Perm, with an annual capacity of about 13 million tons of oil, was hit and caught fire. The Novoshakhtinsky refinery in Rostov Oblast, processing 7.5 million tons annually and a key fuel supplier in southern Russia, was also struck, along with two radar stations near Novoshakhtinsk. President Volodymyr Zelensky also confirmed a strike on the Iskra defense plant in Ulyanovsk, which produces components for Russian missiles. Earlier reports noted a large fire in Perm from drone impacts, with monitors also reporting attacks on Rostov and Voronezh oblasts.
