Ukrainian drones strike Russian defense plant and oil refinery in Ulyanovsk and Perm

Drones struck the Russian cities of Ulyanovsk and Perm overnight and on the morning of September 25, hitting a defense plant and a major oil refinery, according to eyewitness videos published by the monitoring Telegram channel Exilenova+. In Ulyanovsk, the attack targeted the Iskra plant, part of the Almaz-Antey concern, which produces weapons and air defense systems. In Perm, the Lukoil refinery, processing over 13 million tons of oil annually, was hit. Drone activity was also reported in Voronezh. The attack follows a September 20 strike that fully halted refining at Gazpromneft's Moscow refinery, with the General Staff reporting Russia has lost 45% of its refining capacity.
