Ukraine's military confirms strikes on two Russian oil refineries and radar stations near Novoshakhtinsk

Ukraine's General Staff confirmed strikes on two Russian oil refineries and radar stations in the Novoshakhtinsk area on September 24-25. Fires were reported at both facilities, which supply fuel to the Russian military. The strikes hit the Lukoil-Permnefteorgsintez refinery in Perm, with an annual capacity of about 13 million tons, and the Novoshakhtinsk refinery in Rostov Oblast, processing 7.5 million tons yearly. Two radar stations, 64L6 Gamma-S1 and 39N6 Kasta-2E2, were also destroyed. President Zelensky confirmed a strike on the Iskra defense plant in Ulyanovsk, whose products are used in Kh-59M2 missiles and Pantsyr-S1 systems. Ukraine cites self-defense under UN Article 51, aiming to reduce Russia's military-economic potential.
