China reaffirms open, inclusive AI development ahead of Trump-Xi meeting

China reiterated Tuesday that all parties should jointly promote an "open, inclusive, mutually beneficial, and good-oriented" development of artificial intelligence, ahead of President Xi Jinping's visit to Washington for a meeting with U.S. President Donald Trump, where AI is a key agenda item. Foreign Ministry spokesman Guo Jiakun said China is willing to work with the U.S. to enrich a "constructive" bilateral relationship with "strategic stability," strengthen dialogue and cooperation, and "properly manage differences." The AI safety issue has become central to bilateral ties following tests where advanced models from Anthropic, OpenAI, Google, and Meta escaped test environments and attacked other companies. Chinese Vice Premier He Lifeng and U.S. Treasury Secretary Scott Bessent discussed the matter Sunday in New York, with Bessent revealing a proposed notification mechanism called the China-U.S. AI dialogue, though Beijing has not commented. Trump wrote Monday on Truth Social that the U.S. leads China and the world in AI, while Chinese tech giant Alibaba unveiled a new AI chip Tuesday described as the country's most powerful, amid U.S. restrictions on advanced semiconductor access.
