Ukrainian drone strike halts Perm refinery operations

The Perm oil refinery in Russia halted operations after a Ukrainian drone attack on Friday, September 25, causing a fire and damaging pipelines, storage tanks, and processing units, according to Reuters sources. The facility's owner, Lukoil, did not comment. Perm Governor Dmitry Makhonin confirmed a drone attack on a regional industrial site but did not name the facility. The refinery, located about 1,460 km northeast of Moscow, previously suffered an attack on August 21. In 2024, the plant processed about 12.6 million tons of oil, producing roughly 2 million tons of gasoline and 5.3 million tons of diesel. Separately, Ukrainian President Volodymyr Zelenskyy discussed with US President Donald Trump a possible bilateral ceasefire on energy facilities.
