Ukrainian forces struck the Moscow Oil Refinery, damaging all primary processing capacities, according to Ukraine's General Staff. A large fire was reported at the facility in the Kapotnya district. The refinery, operated by Gazpromneft, has an annual capacity of about 12 million tons of oil and supplies fuel to Russian armed forces. OSINT channels report damage to the AVT-6 unit and a complex oil processing unit, which could halt the plant entirely. Ukraine stated the strike is an exercise of its right to self-defense under Article 51 of the UN Charter, aimed at reducing Russia's military-economic potential. An isomerization unit for producing AI-92/95 gasoline was also reportedly hit.
