Ukraine disables 45% of Russia's oil refining capacity, General Staff reports

Ukraine's military has disabled over 45% of Russia's oil refining capacity following a week of strikes on key industrial and military targets, according to a report from the Ukrainian General Staff. Between September 14 and 20, Ukrainian forces hit several refineries, including the Moscow refinery on September 20, the Syzran plant, and the Slavneft-YANOS facility in Yaroslavl. The strikes have caused a shortage of quality fuel in Russia and a sharp drop in Euro-5 gasoline and diesel production. The report also detailed strikes on Russian air defense systems, radar stations, drone infrastructure, and aircraft, including hits on S-400 systems and a Su-24 jet. Ukraine stated these actions are part of its right to self-defense under Article 51 of the UN Charter.
