Ukraine and partners discuss reconstruction and security guarantees in Brussels
Ukraine is holding talks in Brussels with the US and European partners on post-war reconstruction, economic development, and 2027 financing. On November 4, parties discussed a prosperity plan and financial needs; on November 5, talks shifted to security guarantees. The meetings involve delegations from Ukraine, Germany, France, the UK, the US, NATO, the EU, and the World Bank. Ukrainian officials presented the "mathematics of war" for next year, detailing resource needs and deficits, while also discussing threats from Russia and joint countermeasures. The talks precede a new round of negotiations with Russia scheduled for November 10-11 in Abu Dhabi. Ukrainian officials emphasized that security guarantees for Ukraine are inseparable from long-term European security architecture.
