Trump waives Russia sanctions and duties under Graham Act
President Donald Trump waived multiple sanctions, restrictions, and duties targeting Russia under the Graham Act on Saturday, weeks after signing the legislation over Moscow's invasion of Ukraine, citing national interest to lower diesel prices ahead of November midterm elections. The executive order invokes a provision allowing waivers with congressional notification, covering duties under Sections 112 and 113, sanctions under Section 102(d), and other measures. It follows Trump's announcement of a deal with Vladimir Putin for over 300,000 tonnes of Russian diesel immediately, with more shipments planned. Diesel prices hit a record $6.52 a gallon in September, around $6.28 on Friday, pressuring businesses and consumers. The order also imposes 500% duties on Russian goods and 100% on major importers of Russian energy, while monitoring sanctions evasion, after Washington pressured India to cut Russian purchases.
