India, Turkiye, Brunei fuel exports to sanctioning markets jump 43% in September
Refineries in India, Turkiye, and Brunei shipped 1 billion euros ($1.2 billion) of fuel to sanctioning countries in September, a 43% jump from August, according to CREA. Reliance Industries' Jamnagar refinery supplied six of seven cargoes unloaded at EU ports. The EU took 667 million euros of these products, with Australia, the U.S., and New Zealand receiving the rest. CREA estimated 295 million euros was refined from Russian crude, despite the EU's January 2026 ban on such fuel. Italy received three EU-bound shipments, while Romania, Spain, and Cyprus took the others. India's Russian crude imports fell 13% in September, the second straight decline, though it remained Russia's second-largest fossil fuel buyer after China. CREA recommends applying the EU ban at the refinery level, but this is an advocacy proposal, not policy.
