Lula's Re-election Forces R$20 Billion Budget Shift for Campaign Promises
Brazilian President Luiz Inácio Lula da Silva, re-elected on Sunday, must reallocate about R$20 billion from the 2027 budget to fund campaign-promised social programs, according to the Planning Ministry. The adjustment, exceeding 1% of primary spending limits, covers measures like a Bolsa Família readjustment (R$22.7 billion) and a third Desenrola debt program (R$5 billion). Revenue will also drop R$5.3 billion from ending betting taxes, while Lula promised to expand Pé-de-Meia for university students and create Pix MEI transfers. A proposed constitutional amendment for free weekend public transit would cost R$12 billion in 2027. Despite mobilizing R$298.4 billion in 2026 measures, the economic team maintains the 0.5% GDP surplus target, though analysts warn of fiscal challenges and urge medium-term adjustments.
