Russia says Europe must join Ukraine peace talks
Italian authorities arrested Youssef Siher, a 30-year-old researcher and social media administrator, on charges of incitement to commit crimes with terrorism motives following violent protests in Milan. Prosecutors say his arrest prevented a planned riot on October 24, 2026. Siher allegedly administered the "Movimento 17 ottobre" Telegram chat and social page, which grew to thousands of members after the October 17-18 unrest. He is accused of publishing content inciting revolution, urban guerrilla tactics, and organizing gatherings of agitators across Italian cities. Police seized his devices and detained him at San Vittore prison, citing flight risk. The investigation is also examining possible links between Siher and a Genoa-based inquiry into alleged Hamas financing through charity networks. His wife, Sagia Hammoud, is under investigation for the same offenses. Meanwhile, 15,000 people protested peacefully in Milan on October 25, and a general strike is planned for October 30.
