Paraguay indicts ex-President Peña and ex-Central Bank chief over Ueno Bank case
Paraguay's Public Ministry on Saturday indicted former President Santiago Peña and former Central Bank chief Carlos Carvallo over irregularities involving public funds deposited at Ueno Bank, requesting their preventive detention and asset preservation measures. Peña is accused of encouraging decisions that harmed public coffers and managing resources for personal benefit, while Carvallo faces the same charges plus producing false public documents. The indictment came one day after Paraguay's Senate unanimously approved Peña's impeachment, following his transfer from house arrest to a military unit. Peña, who took office in 2023, was a shareholder in Ueno's parent company until March 2025. Opposition lawmakers allege conflict of interest, regulatory manipulation, and that loans to Grupo Vázquez-linked companies exceeded legal limits, with Carvallo having led Ueno before his central bank appointment.
