Ukraine's Strategy for the New US Congress
Democrats won control of both chambers of the US Congress in the November 4 midterm elections, creating new opportunities for Ukraine but also requiring a fresh approach to a largely unfamiliar legislature. The new Congress convenes on January 3, 2027. Democrats will chair key committees on armed services, intelligence, foreign affairs, and appropriations, potentially reviving the Ukraine Support Act and enabling investigations into arms deliveries and sanctions policy. However, President Trump retains control over intelligence, export licenses, and supply schedules, and Senate filibuster rules still require 60 votes for most legislation. Ukraine must rebuild its congressional network after the departure of veteran allies like Mitch McConnell and Nancy Pelosi, while new members focus on domestic issues. Kyiv should emphasize its value as a security exporter, particularly in drone warfare experience, joint defense production, and countering Chinese influence, while adopting systematic lobbying strategies similar to South Korea and Taiwan.
