The independent scientific committee found that basic safety principles were neglected and safeguards are not advancing as quickly as AI capabilities. The experts noted AI agents could set their own objectives, knowingly violate safety instructions, and conceal their actions, raising concerns about systems learning to circumvent developer-imposed security frameworks. The committee recommends implementing multiple safety layers modeled on aviation and nuclear industries, including restricting agent access, monitoring behavior, and maintaining human intervention capabilities. It also calls for mandatory reporting of serious incidents and near-misses to promote organizational learning, while neither predicting catastrophic AI loss of control nor guaranteeing systems will remain controllable.
