The debate over artificial intelligence risks has shifted from hypothetical extinction scenarios to concrete evidence that increasingly capable models can already be used for weapons development and cyber operations, according to Yardeni Research. The shift intensified after Anthropic reported that a weapons cell in northern Yemen used its Claude model to help develop guidance, navigation, and control software for three weapons programs, including a multi-stage ballistic missile anda hypersonic glide vehicle. Anthropic found no evidence that a functional weapon was deployed. A suspected Iran-linked actor separately used Claude to analyze public shipping and satellite data, generating targeting information about US naval forces. The accounts were suspended and reported to authorities. The findings have strengthened calls from leading AI executives to slow development of frontier models. Anthropic CEO Dario Amodei proposed external auditors with lab access and shared safety standards, while OpenAI CEO Sam Altman supported slowing development and stronger independent oversight. Restrictions on closed models may not extend to open-weight systems, which can be downloaded, privately operated, and modified to remove safety controls. Leading open-weight models, including Chinese systems from DeepSeek, Zhipu, and MiniMax, lag only three to six months behind top US closed models, creating a competitive dilemma where slowing US development could shift progress toward harder-to-control systems. For investors, the immediate question is whether the safety debate begins affecting new model releases, capital expenditures, or expected returns. The Nasdaq 100 fell up to 1.5 percent intraday Monday before closing 0.5 percent lower, though the report viewed this as a headline reaction rather than an earnings reassessment. More consequential signals would include delayed frontier model releases, reduced hyperscaler spending, weaker return-on-investment guidance, or direct regulatory access to models.
