A China technology policy analyst, Antonia Hmaidi of the Mercator Institute for China Studies, said AI differs fundamentally from nuclear weapons because verification is far more difficult, making meaningful agreements unlikely. She noted that hiding AI development is easier than concealing nuclear arsenals. Hmaidi added that AI's rapid evolution and uncertainty about its future trajectory make binding limits improbable, suggesting any announcements would likely involve technical exchanges or broad principles rather than verifiable commitments.
